Naval Information Warfare Center (NIWIC) Atlantic intends to award a sole-source contract to Leatherwood to procure the AN/PYQ-20 Sub Security Systems Crypto Cases. The AN/PYQ-20 Sub Security Systems Crypto Cases are being manufactured to replace the legacy KL-51 Cryptographic Off-Line Encryption Devices . The Security Systems Crypto Cases will be used on Sub Platforms, and are required to be form, fit and functional to operate like the AN/PYQ-20 Cases already fielded in the United States Navy (USN) Fleet Shore sites. The required delivery date is 120 days ARO. Leatherwood Manufacturing, Inc. has manufactured all of the previous cases, and has proprietary rights to the hinges used in the cases. Additional cases are required for new hull construction. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106(b)(1). Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
