Naval Information Warfare Center (NIWIC) Atlantic intends to award a sole-source contract to Scientific Research Corporation (SRC) 2300 Windy Ridge Pkwy., Ste. 400S, Atlanta, GA 30339 to procure the following upgrade kit for Automatic Identification System (AIS) AN/URN-31(V)9: 1.) AN/URN-31(V)9 Unit 5953 constructed with Panasonic CF-54EX137VM Laptop (drawing 06808025) This kit is required to ensure a fully operational Automatic Identification System (AIS) AN/URN-31(V)9 Ohio Class Program of Record (POR) system is installed onboard USS Maine within schedule constraints. USS Maine currently has a AN/URN-31(V)9 Ohio Class Tempalt System installed. This kit is made up of items that are also part of the AIS AN/URN-31(V)9 Virginia Class POR System. To date, SRC is the only vendor to manufacture and deliver these systems procured on multiple competitive Commercial Off the Shelf (COTS) contracts, N65236-12-D-4120, N65236-13-D-4862 and N65236-16-D- 4817. As such, they are the only vender that can deliver this kit within the schedule constraints. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
