This pre-solicitation notice amends and supersedes the pre-solicitation notice issued on 26 July 2023. All capability statements received in response to the pre-solicitation notice issued on 26 July 2023 must be resubmitted or reaffirmed by responding to this amended notice. Strategic Weapons Facility, Atlantic (SWFLANT) intends to award a firm-fixed price, sole-source, bridge contract to Bowhead Marine Support Services (BMSS), LLC of Springfield, VA. The contract will bridge the gap between the end of the current contract N6883618C0007 and the award of the follow-on contract, thus preventing a gap in services. The anticipated bridge contract period of performance is an 8-month base period (1 September 2023 – 30 April 2024) and four 1-month option periods (1 May 2023 – 1 August 2024). Award will be made using other than full and open competition. The Government requires the contractor to perform vessel maintenance and minor overhaul services in support of the fleet operational mission of the SWFLANT Transit Protection Program (TPP) and the Nuclear Weapons Security (NWS) program. The services to be furnished under this contract include the performance of routine, predictive, and preventative maintenance, and corrective repairs on vessels, trailers, cradles, jet docks, and related equipment. Due to the ongoing nature of the services being performed under the current contract N6883618C0007, BMSS is the sole source capable of providing these efforts without resultant unacceptable delays in fulfilling the agency’s requirements. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed contract action is for commercial products or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The proposed contract action is a total small business set-aside (FAR 19.5). While all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, this notice of intent is not a request for competitive proposals. All responses must be received within 3 days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
