The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has a requirement, to be awarded on a sole source basis, to Collins Aerospace (FKA Hamilton Sundstrand Corporation), as a Firm Fixed Price (FFP) contract for 6 each SAMMS® sorbent canisters, PN VA1014588. The only drawings available to the Government for canister production are interface control documents and general assembly drawings. These do not include engineering drawings to the level of detail required for an alternate source to reproduce the current design. Detailed, production-level drawings are proprietary to Collins Aerospace subcontractor. The Navy does not have the technical capability or equipment to reverse engineer the technical data necessary to manufacture the supplies. Without this technical data, the Navy is not able to competitively procure SAMMS® sorbent canisters. (17) Place of Contract Performance. Contractor place of performance is the contractor’s location, items will be shipped to NSWCPD. (18) Set-aside Status. This requirement is being solicited on an other than full and open competition, sole source basis to Collins Aerospace.
