This presoliciation notice is being issued by the Department of the Navy (US Navy), Naval Surface Warfare Center, Philadelphia Division (NSWCPD), on behalf of NSWCPD Division 54, Hull, Mechanical and Electrical Network (Code 543). The Government is intending a 100% small business set aside for procurement of the required SIEMENS RUGGEDCOM equipment. The prospective contractor will provide Commercial Off-The-Shelf (COTS) industrial-grade networking hardware and components manufactured by Siemens RUGGEDCOM. The networking equipment is currently used on operational hulls and is actively being installed as part of on-going modernization and new ship acquisition programs across multiple ship classes (LPD 17, LHD 1, DDG 51, LHD 1, CVN 68/78, LSD 41/49, CG 47, and MCM 1) as part of their Hull, Mechanical & Electrical (HM&E) and Navigation network infrastructures. This notice does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
