The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to solicit on a sole source basis from Woodward Inc (7LLB) engineering services, software and hardware in support of NSWCPD power management systems. This procurement includes the upgrade of existing Woodward hardware at NSWCPD to the Atlas II Controllers, LS-5 Switches, and associated equipment and software to be used for the power management. The contractor shall develop, deliver, and commission an upgraded Power Management Control System (PMCS) in the Test Site. Development includes creation of a new Human Machine Interface (HMI); upgrading of electric plant control features; creation and delivery of multiple deliverables, a including bill of materials, installation drawings, wiring diagrams and an electric plant model; and conversion of current architecture to support network redundancies. Woodward is the sole manufacturer and integrator of these parts which make up the power management system. NSWCPD cannot accept any deviation from or variation of these parts as the components are part of an approved and sponsored design by NAVSEA technical authority and are being used to help determine the baseline design for the Test Site.
