The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Delivery Order under Basic Ordering Agreement N6449821G4003 to Northrop Grumman Systems Corporation, 1070 Seminole Trail, Charlottesville, VA 22901 for the procurement of DDG 51 Class IBNS Aft Steering Unit Original Equipment Manufacturer (OEM) hardware components for Ship Control System-Government Phase I Modernization Efforts. The Government intends to make an award in the 2nd quarter of FY22. This is part of a follow-on procurement for this requirement. Pursuant to 10 U.S.C 2304(c)(1), Northrop Grumman Systems Corporation is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
