The Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). Intends to procure the following services on an unrestricted basis: Non-commercial depot-level overhaul and repair of the 250-KS4 Marine Gas Turbine Engine (MGT), National Stock Number (NSN) 2835-01-493-3966. The 250-KS4 was designed and manufactured by Rolls Royce Marine North America (RRMNA) and is utilized by the US Navy as the engine aboard the Guided-Missile Destroyer (DDG) 51 Class ships as a Redundant Independent Mechanical Start System (RIMSS) for the 501-K34 Ship Service Gas Turbine Generator sets (SSGTG). Potential awardees must hold a valid RRMNA Authorized Maintenance, Repair & Overhaul Centers (AMROC) agreement for the M250 family of engines. This proposed contract action is for services for which the Government intends to solicit utilizing lowest price technically acceptable (LPTA) procedures IAW DFARS 215-101-2.70, where the best value to the government will result from the selection of a technically acceptable proposal with the lowest evaluated price. THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD, on behalf of the 2SCOG Program, has a requirement for depot-level repair services of the U.S Navy 250-KS4 Marine Gas Turbine Engines (MGT), National Stock Number (NSN) 2835-01-493-3966. It is the Government's intention to procure these repair services utilizing Other than Full and Open Competition, from the Canadian Commercial Corporation (CCC), on behalf of its 100% subcontract to Standard Aero Energy Company (SAE) of Winnipeg, Manitoba, Canada. IAW FAR 6.302-1, only CCC can meet the Government's requirements as Rolls Royce Marine North America (RRMNA) is the Original Equipment Manufacturer (OEM) of the 250-KS4 MGT and has granted access to the proprietary data to SAE. In order to ensure compatibility and conformity with existing systems/programs, there is a need to procure these services from CCC. Through their subcontract with SAE, CCC has access to the OEM’s data, and is the only contractor identified to repair the 250-KS4 MGT Engine to an “as new” condition. The contractor maintains the design and repair standards by maintaining access to adequate drawings, repair procedures, and quality assurance procedures. Only CCC and SAE possess this necessary repair data and expertise for this requirement. In addition, RRMNA has only approved the repair and quality assurance procedures for CCC and SAE. No other contractors are qualified to perform the work required for this procurement. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required repair and upgrade services to meet the needs of the Government. Responses shall discuss how your product/service will meet the requirements found in the attached documents. Responses are not to exceed five (5) pages. Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Yarden Doar at Yarden.Doar@navy.mil with the subject line "RFI 22_YD_009." All responses shall be unclassified and submitted no later than the date published in the Beta.SAM.gov notice. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
