This solicitation is issued as a Request for Quotation (RFQ). A Firm Fixed Price type contract will be awarded. The Naval Surface Warfare Center, Philadelphia Division intends to initiate a Request for Quotation (RFQ) for the repair of communication issues at Manhole TMH 1257T. The contractor shall furnish and install a new outdoor-rated communications cable between existing telephone manhole (TMH) 1257T and TMH 2070 located northeast of Building 29 at the Philadelphia Naval Business Center (PNBC), also referred to as the Philadelphia Navy Yard. Integrity testing of telecommunication cables and subsequent reporting are also included. Traffic control at any open manholes is to be provided as well as evacuating the manholes of water, verifying or providing a gas-free environment in manholes, testing of existing and new copper pairs, splicing of new cable into existing cable, replacing and adding splice cases, labeling pairs, and providing written documentation of all testing results. In addition, testing endpoints shall require working in Building 4, Building 29, Building 542, and the temporary modular building in Bldg 29’s parking lot on Government-owned property known as Bldg 662T. The manholes for this project are susceptible to water infiltration from the nearby basin and the low water table of the Philadelphia Navy Yard. The level of water inside the manholes fluctuates with the weather and low and high tides. Manholes may need to evacuated more than once a day to keep the project work space clean and safe. The contractor shall complete all work that requires an outage on the telecom system outside the hours of 0700 to 1700, Monday through Friday (namely, weekend days). The contractor shall complete all outage work in one outage. Multiple outages are not allowed. For work that does not require an outage of the telecom system, all work shall be completed Monday thru Friday from 0700 to 1600. Period of performance is 100 Days after receipt of Notice to Proceed. Payment bond or Irrevocable Letter of Credit (ILC) is a requirement for this procurement and Liquidated Damages are applicable. The acquisition will be a negotiated, best-value procurement based on a Lowest Price, Technically Acceptable (LPTA) evaluation. The evaluation factors are: 1) Past Performance and 2) Price. . A Site Visit will be held at the Philadelphia Naval Business Center on Tuesday, 9 November 2021 at 10:00am EST.
