This presolicitation notice hereby announces Naval Surface Warfare Center Philadelphia Division's intention to procure Assessment and Repair of O2N2 Plants Services from Cold LLC on a sole source basis. The proposed Firm-Fixed-Price (FFP) Basic Ordering Agreement (BOA) is for engineering, technical, and logistics services and incidental materials for the assessment and repair of liquid O2N2 generation and storage systems for which the Government intends to solicit and award with only one source under authority 10 U.S.C. 2304(c)(1), Only One Responsible Source and No other Sources and Services Will Satisfy Agency Requirements as implemented in the Federal Acquisition Regulation (FAR) Subpart 6.302-1.
