This Sources Sought notice is being issued by the Department of the Navy (USN), Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement to procure services for the teardown, inspection, cleaning, evaluation and packaging of USN radiologically controlled (RADCON) gas turbine assets. Due to operation in radiologically contaminated areas, specialized depot overhaul induction procedures are necessary to process potentially radiological contaminated LM 2500 Marine Gas Turbine (MGT) Single Shank Turbine (SST) Gas Generator assembly (GGA). Processing and handling of these assets requires additional licenses and special handling instructions as well as segregation of material and supporting equipment and a segregated teardown and inspection facility capable of processing potentially contaminated parts. Parts verified clear of contamination following inspections are then reintroduced into an authorized depot overhaul location. Parts verified contaminated shall continue to be handled in accordance with the contractor’s radiological controls procedures. See attached draft statement of work for further details regarding these services. It is the Government's intention to procure these services on a competitive basis. Accordingly, NSWCPD is requesting information from any and all interested sources in order to make an informed determination regarding procurement strategy. SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required services to meet the NSWCPD’s needs as detailed in the attached draft statement of work (SOW). Please be sure to address the following items of concern: Your firm’s capability to satisfy the requirements of the SOW; Your firm’s relevant experience regarding decontamination of RADCON materials; Whether your firm provides same or similar services to the general public and the Government at the same time, and at similar terms and conditions; Whether your firm offers and sells same or similar services in substantial quantities in the commercial marketplace. Responding statements are not to exceed ten (10) pages in length. Responses shall be in electronic format (Microsoft Word or PDF preferred). A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 811310, and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will only accept unclassified, electronic submissions. Responses shall be sent to Contract Specialist Matt Parlett at Matthew.D.Parlett@navy.mil with the subject line "RFI N6449821RFI4055 RADCON.” All responses must be submitted by no later than 4:30 PM Eastern on 1 June 2021. This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
