The Government intends to make an award in the 1st quarter of FY22. This is part of a follow-on procurement for this requirement. Pursuant to 10 U.S.C 2304(c)(1), MacTaggart, Scott & Company is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of the Navy, Naval Surface Warfare Center, Philadellphia Division (NSWCPD) is issuing this SOURCES SOUGHT NOTICE. NSWCPD has a requirement to procure ten (10) hydraulic motors with integrated brakes for use on US Navy submarines. It is the Government's intention to procure these supplies utilizing Other than Full and Open Competition, from MacTaggart Scott IAW FAR 6.302-1, as only MacTaggart Scott can meet the Government's requirements. In order to ensure compatibility and conformity with existing systems/programs, there is a need to procure these submarine hydraulic motor assemblies from MacTaggart Scott as they are developed, designed, and solely produced by MacTaggart Scott. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. SUBMISSION OF RESPONSES: Interested businesses are invited to submit capability statements with specific information regarding contractor’s ability to provide the required supplies to meet NSWCPD’s requirements. Responses are not to exceed ten (10) pages. Responses shall be in electronic format (Microsoft Word or PDF are preferred). A cover page shall be included with the response. At a minimum, the cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code, and points of contact (including names, e-mail, and telephone numbers). The cover page is not considered in the total page count. NSWCPD will only accept electronic unclassified submission of responses. The Government shall not construe this notice as a contract, a promise to contract, or as a commitment of any kind. The Government is NOT seeking or accepting unsolicited quotes. This Sources Sought Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
