The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Sargent Aerospace & Defense for the procurement of Original Equipment Manufacturer hydraulic manifold assemblies and associate directional control valves and servo valve for use with U.S. Navy Submarine hydraulics systems. The Government intends to make an award in the 4th quarter of FY21. This is a new requirement. Pursuant to 10 U.S.C 2304(c)(1), Sargent Aerospace and Defense is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. INCUBMENT: N/A ANTICIPATED AWARD DATE: May 2021 Contract Type – Single Award IDIQ, FFP Period of Performance – The ordering period will span five years from the date of award through five years thereafter Scope – The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking sources to provide hydraulic manifold assemblies and associate directional control valves and servo valve for use with U.S. Navy Submarine hydraulics systems. It is the Government’s intention to procure the required equipment from the OEM, Sargent Aerospace & Defense in accordance with FAR 6.302-1, as only one responsible source to meet the government’s requirements. Capability Statements: NSWCPD’s intent is to process this procurement on a sole source basis to Sargent Aerospace & Defense. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested businesses may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
