Supported systems include Scalable Integrated Bridge System across multiple ship class platforms, Integrated Bridge Systems on CG, DDG, LCS, and LPD, class ships, Steering Control Systems (SCS), and Integrated Ship Control systems. Pursuant to 10 U.S.C 2304(c)(1), Northrop Grumman is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The BOA is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. INCUBMENT: N65540-14-D-0002, Northrop Grumman Corp ANTICIPATED AWARD DATE: Oct 2021, or sooner Contract Type – Basic Ordering Agreement (BOA) Period of Performance – The ordering period will span five years from the date of award through five years thereafter Scope – The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking sources to provide Original Equipment Manufacturer hardware components for CG, CVN, DDG, FFG, LAW, LCC, LCS, LHA, LHD, LPD, LSD, and PC ship class Electronic Charting, Display and Information System – Navy (ECDIS-N) hardware ship sets and technical refresh packages, and Ship Control Systems, Navigation Control Systems, and Machinery Control Systems. It is the Government’s intention to procure the required equipment from the OEM, Northrop Grumman in accordance with FAR 6.302-1, as only one responsible source to meet the government’s requirements. Capability Statements: NSWCPD’s intent is to process this procurement on a sole source basis to Northrop Grumman. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested businesses may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The proposed procurement is being processed as a Sole Source Unrestricted-Full and Open basis.
