THIS SOURCES SOUGHT NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center Philadelphia Division (NSWCPD). This is a revised sources sought, revising the contract type from a hybrid Cost Plus Fixed Fee (CPFF) Firm Fixed Price (FFP) long term contract to a Basic Ordering Agreement (BOA). This requirement is for The Naval Surface Warfare Center (NSWCPD) Code 422, which has responsibility for Lifecycle Management (LCM) and In-Service Engineering (ISE) for US Navy diesel engines. The LCM and ISE mission involves maintaining adequate and effective operational readiness, safety and mission effectiveness of US Navy diesel engines and their associated auxiliary systems. Additionally, NSWCPD works collaboratively and synergistically with Military Sealift Command (MSC) and the United States Coast Guard (USCG) to address lifecycle and in-service issues related to MSC and USCG shipboard diesel engine systems. In support of this mission, NSWCPD provides engineered solutions to fleet diesel problems. It is the Governments intention to procure these services utilizing other than full and open competition from Fincantieri Marine Systems North America (FMSNA) located in Chesapeak, VA. This proposed sole source acquisition is in accordance with FAR 6.302-1, as only FMSNA meets the Governments requirements. NSWCPD is requesting this information to make an informed determination regarding procurement strategy.
