THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). This requirement is for NSWCPD Code 422, which has responsibility for Lifecycle Management (LCM) and In-Service Engineering (ISE) for US Navy diesel engines. The proposed acquisition will provide for lifecycle, modernization and in-service support for the MTU 8000, 4000, 2000, 1163, 595, 396 and 426 HEMI engine models and their related shipboard auxiliary systems. The support required will involve technical, logistics, training, administrative and program management efforts related to diesel engine lifecycle and in-service concerns. The contractor shall provide all services, personnel, facilities, expertise, technical information, special tools, supplies and incidental materials necessary to execute the performance requirements. It is the Government's intention to procure these services utilizing other than full and open competition from MTU America Inc. located in Novi, Michigan. This proposed sole source acquisition is in accordance with FAR 6.302-1, as only MTU America Inc. meets the Government's requirements and is the original designer and original equipment manufacturer (OEM) for the engine lines to be addressed by this proposed contract. NSWCPD is requesting this information to make an informed determination regarding procurement strategy.
