The Naval Surface Warfare Center - Philadelphia Division (NSWCPLD) Philadelphia, PA site intends to solicit on an unrestricted basis for non-commercial development and delivery of Integrated Master Schedules for towed buoy programs supporting submarine programs. The Contractor shall provide services in three primary area- Integrated Master Schedule Development, Development of Integrated Master Schedule Tools, Metrics, and Processes, and Risk Analysis/Assessment. An Active SECRET Facility Clearance (FCL) is required for performance on this requirement. The solicitation is expected to result in a Firm Fixed Price (FFP), Single-Award type contract utilizing Lowest Price Technically Acceptable (LPTA) best value continuum source selection process as described in FAR 15.101-2. The government intends to award one (1) contract to one (1) responsible offeror whose proposal, conforming to the Request for Quote (RFQ), is considered technically acceptable with the lowest evaluated priced proposal meeting or exceeding the acceptability standards for the non-price factors. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.
