This synopsis is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD intends to negotiate and award a sole source contract to Engineer Coil Company d/b/a DRS Marlo, 6060 Highway PP, High Ridge, MO 63049-2909, United States, for the furnishing of services, to include: engineering and technical services in support of all existing DRS Marlo manufactured heating, ventilation, air conditioning and refrigeration equipment. The services will include modification, testing, analysis, installation, in-service field support, and corresponding documentation for heating, ventilation, air conditioning and refrigeration systems based upon current Navy designs. This includes, but is not limited to, modification of modular refrigeration units (MRUs), unit coolers, air handling units (AHUs), self-contained air chillers (SCACs), fan coil units (FCUs), fan coil assemblies (FCAs), control systems, and technology integration packages for existing Navy air conditioning and refrigeration systems; testing and qualification of modified air conditioning and refrigeration systems; carryout engineering analyses; installation start-up services; in-service field support and developing documentation for all system modifications including revising or new technical manuals and technical manual change pages, installation instruction, installation drawings; final configuration drawings, technical reports and trip reports. Pursuant to 10 U.S.C 2304(c)(1), Engineer Coil Company d/b/a DRS Marlo is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
