Synopsis The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to issue a competitive solicitation for the procurement of engineering, technical, and project management services for the design development of an electric valve actuator. NSWCPD shall have and retain ownership of and/or license rights to all design rights, data rights, and intellectual property rights created pursuant to and in performance of this contract. The official Request for Proposal (RFP) along with any amendments will be published on the beta.SAM website at https://beta.sam.gov/. THE RFP WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Interested offerors should monitor beta.SAM for the release of the RFP. No CDs or hard copies will be provided. The RFP is anticipated for release on 27 April 2020, with award anticipated on or around 06 July 2020. Anticipated award is a Firm Fixed Price (FFP) contract to one (1) offeror whose offer is determined to represent the best or amongst the best value to the Government. Evaluation factors are as follows: Factor 1: Technical Compliance Subfactor 1A – Corporate Experience Subfactor 1B – Staffing Plan Factor 2: Design Conformance to Requirements Subfactor 2A – Design Rights Factor 3: Schedule Factor 4: Past Performance Factor 5: Total Evaluated Price The estimated period of performance will be approximately three (3) years, from date of award to 30 September 2023. Performance-based progress payments may be authorized. The applicable North American Industry Classification System (NAICS) Code for this requirement is 541330; Small Business Size Standard is $16.5M.
