THIS REQUEST FOR INFORMATION IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible firms capable of providing the supplies/services described herein prior to determining the method of acquisition. Anticipated award date: June 2020 Scope: The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking sources to provide Dynamic Response Analysis for the USCG Polar Star. Further information is included in the attached DRAFT Statement of Work. Place of Performance: Performance will take place at the contractor site as well as aboard the USCG Polar Star while it is in transit to Hawaii. Capability Statements: Prior to issuing a solicitation, NSWCPD is requesting information in order to make an informed decision regarding procurement strategy. Interested vendors are invited to electronically submit capability statements, not to exceed 5 double-spaced, single-side pages in length, demonstrating their ability to fulfill this requirement. Capability statements must address, at a minimum, the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description -Name of Company and address -Ownership, including indication of small business status, if any -Points of contact including: Name, title, phone, and email address -CAGE Code and DUNS Number Interested parties should demonstrate experience performing previous Dynamic Response Analyses of a marine electrical propulsion systems. Attachment I is a DRAFT Statement of Work describing the requirement. GFI (manuals, etc.) will be provided after contract award. Note: Requested information is for planning purposes and does not constitute a commitment, implies or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited. All information and data received in response to this sources sought marked or designated a corporate proprietary information will be fully protected and held in strict confidence. Note: No telephone responses will be accepted. No contractor response received after the advertised due date and time will be accepted. No exceptions to this receipt deadline will be granted under any circumstances. Responses must be received no later than 16:00 EST on 24 January 2020 by e-mail to jillian.staskin@navy.mil. The Government will not pay for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release an information marked with proprietary legends received in response to this RFI to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
