This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to SAM Beta (https://beta.sam.gov/). The RFQ number is N6449820R4018. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-04 and DFARS Publication Notice 20200408. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/. The NAICS code is 334210 and the Small Business Standard is 1,250 employees. The proposed contract is 100% set aside for small business concerns. The proposed contract action is for a brand name only. The brand name is Siemens/RuggedCom. The model number of the product(s) are listed in the solicitation. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) requests responses from qualified sources capable of providing Siemens/RuggedCom networking switching equipment as outlined in the solicitation. The ordering period is the date of award through 60 months thereafter. Delivery Location is Philadelphia, PA. Quoters shall include a completed copy of 52.212-3 and its ALT I with quotes. It is a market research tool being used to determine potential and eligible firms capable of providing the supplies/services described herein prior to determining the method of acquisition. INCUBMENT: N6449817D0002 by Lyme Computer Systems ANTICIPATED AWARD DATE: July 2020 Contract Type – Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated. This requirement will be awarded based on lowest price technically acceptable evaluation criteria. Period of Performance – The ordering period will span five years from the date of award, beginning on or after 1 July 2020. Scope – The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking sources to provide Siemens/RuggedCom network switching equipment. In order to ensure compatibility/conformity with existing systems and programs, it is the Government’s intention to procure Siemens/RuggedCom parts as a small business set-aside in accordance with FAR 6.302-1, as only Siemens/Ruggedcom’s parts meets the government’s requirements. Capability Statements: Prior to issuing a limited source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. Interested small businesses are invited to electronically submit capability statements, not to exceed 5 double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Capability Statements must address, at a minimum the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description.
