The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of the Navy entity. NSWCPD provides research, development, test and evaluation, acquisition support, engineering, systems integration, in-service engineering and fleet support with cybersecurity, comprehensive logistics and life-cycle savings through commonality for surface and undersea vehicle machinery, ship systems, equipment and material. This requirement is for NSWCPD Code 211, which is responsible for major programs development and execution. NSWCPD Code 20 has a requirement to relocate the RR4500 Auxiliary Turbine Generator (ATG) within NSWCPD Building 77L to a location within Building 77L suitable for shipping to the OEM (Rolls Royce) by a Government Furnished GBL transport vehicle. In addition to relocating the RR4500 ATG for shipment, this work package includes requirements for the Contractor to prepare and package the RR4500 ATG for shipment and loading onto the GBL transport vehicle. The RR4500 ATG is approximately 110,000 pounds in weight, 32 feet in length, 8 feet in width, and 12 feet high. Contractor is responsible for validating measurements of the RR4500 ATG to ensure the equipment it intends to utilize to facilitate the movement of the RR4500 ATG can handle the load.

This is a synopsis/presolicitation notice for a commercial services purchase. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement for transportation of large heavy industrial equipment. The requirement will be to transport a gas turbine generator and foundation (est. 130,000 lbs) from Government facility onto Government furbished trasnport vehicle. This solicitation is for a total small business set aside. A copy of the draft Statement of Work is provided. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all RFQs received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or conduct a competitive procurement. A hard copy of the solicitation will not be made available.
