The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Sole Source, Firm-Fixed-Price (FFP) purchase order using Simplified Acquisition Procedures (SAP) for commercial items to purchase new HMI computer components from the Original Equipment Manufacturer (OEM) Woodward Inc., 1047 Wooward Way, Fort Collins CO, 80524, a large business. The required items are in support of the LHD8 Large-deck Amphibious Assault ship’s Electric Plant Control and Management System (EPCMS) Cabinet under SCD 19365. The NAICS code is 221122 with a size standard of 750 employees. The Product Service Code (PSC) for this effort is 6150. Pursuant to 10 U.S.C 2304(c)(1), Woodward is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The HMI computer is a commercial product that Woodward Inc. has licensed and developed custom software to interface with existing shipboard systems. If another HMI computer were to be used, new custom software would have to be developed to interface with the existing shipboard systems. Some components the HMI computer interface with are also Woodward devices and utilize propriety Woodward software. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
