This is a synopsis/presolicitation notice for a commercial supply purchase. It is intended to award a Firm Fixed Price (FFP) contract as a result of this notice. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement for an annual renewal of software product licenses and technical support for the NSWCPD Modeling and Simulation Laboratory. The software license, IBM Rational DOORS, is used within NSWCPD Capability Maturity Model Integration (CMMI) process. A copy of the Statement of Work is attached to this announcement. The Government intends to solicit and negotiate under authority of FAR 8.405-6. NSWCPD intends on restricting competition to vendors who are under the Department of Defense Enterprise Software Initiative (DoD ESI) program. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all RFQs received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or conduct a competitive procurement. A hard copy of the solicitation will not be made available.
