The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Owl Cyber Defense Solutions, LLC, 42 Old Ridgebury Road, Danbury, CT 06810 to provide the supplies and services to support the installation of the Boundary Defense Capability onboard U. S. Navy vessels via Request for Proposal N6449819R4042. This procurement action is being conducted in accordance with FAR Part 15. Pursuant to 10 U.S.C 2304(c)(1), Owl Cyber Defense Solutions is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract is for OCDS-MPP hardware appliances and associated equipment/software/IT service that meet the US Navy's requirements for engineering and technical services for the Boundary Defense Capability for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
