The Naval Surface Warfare Center Philadelphia Division(NSWCPD) has a requirement to be awarded on a competitive basis. This requirement is for NSWCPD Division 51, which supports DDG-51 FLTI (Flight), FLTII, FLTIIA (Legacy, Modernization and New Ship Construction), FLTIII & HED (Hybrid Electric Drive), Modernization and Obsolescence Machinery Control Systems (MCS) DDG 51 Class ships, Cybersecurity and Information Assurance (IA), DDG-51 Integrated Bridge Controls (IBS) Systems and Fuel Control System (FCS). The work to be performed includes all activities associated with DDG-51 FLTI, FLTII, FLTIIA (Legacy, Modernization and New Ship Construction), FLTIII & HED, Modernization and Obsolescence Machinery Control Systems, Damage/Casualty control Plotting Systems, Fuel Control Systems and Integrated Bridge Control system, computer program development, testing, equipment harvesting, and installation for ship construction and Cybersecurity and Information Assurance (IA). Tasks include performing systems engineering analysis in order to interface control systems with other new or modified shipboard systems; troubleshooting control systems hardware and software issues at the Land Based Engineering Site (LBES) or Test Facilities in Philadelphia, PA, as well as sustainment and fleet modernization efforts around the world; upgrading the cyber security features of the existing and future control system variants; and addressing obsolete hardware with the most cost effective solutions possible. DDG-51 Integrated Bridge Controls (IBS) Systems provide a means of automating the collection, processing, and bridge watch stander's efficiency and navigational safety. Integrated Bridge Controls systems implement ship control Algorithms to reliable control steering Machinery Control System and Fuel Control System (FCS) computer programs Shipboard and at LBES. The official Request for Proposal (RFP) will be published on the Federal Business Opportunities website at http://www.fbo.gov. Written proposals will be requested. Interested offerors should monitor FEDBIZOPPS for the release of the RFP. The RFP is anticipated for release in April of Fiscal Year (FY) 2019, with award anticipated in December of FY 2020. Award is anticipated of one (1) or more Cost-Plus- Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract(s) resulting from this requirement. The contract(s) shall have an ordering period from date of contract award through sixty (60) months after date of award and a period of performance from date of contract award through seventy-two (72) months after date of award. This effort is being competed on an unrestricted basis and one (1) contract award shall be reserved for a small business concern. This contract will be competitively awarded pursuant to 10 U.S.C. 2304 and the Federal Acquisition Regulations 6.401 (b). The Product Service Code (PSC) for this effort is R425.
