The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to solicit on a sole source basis with Standard Aero Energy (SAE) in Winnipeg, Manitoba, Canada and RWG (Repair & Overhauls) USA, Inc. in Houston, TX for the overhaul of the US Navy's 501-K34 gas turbine engines via Request for Proposal N64498-19-R-4009. This procurement action is being conducted in accordance with FAR Part 15. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. To acquire the services, NSWCPD seeks to award a Firm-Fixed-Price (FFP) Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract(s), which will consist of a sixty (60) month ordering period. The contractor must bidders must possess a valid Rolls Royce Marine North America (RRMNA) Maintenance Repair and Overhaul Center (MROC) agreement that provides for repair and procurement of new parts for the US Navy 501-K34 Gas Turbine Engine. The applicable North American Industry Classification System (NAICS) Code for this requirement is 333611; the Small Business Size Standard is 1,500 employees. The Product Service Code (PSC) for this effort is J028 - MAINTENANCE, REPAIR AND REBUILDING OF EQUIPMENT: ENGINES, TURBINES, AND COMPONENTS. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one or limited sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
