This is a synopsis notice is for commercial supplies and the intent to award a Firm Fixed Price (FFP) and Cost-Plus-Fixed-Fee (CPFF). The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia intends to solicit as a Total Small Business Set-Aside basis the purchase of services to perform maintenance, repair, refurbishment, overhaul, and testing on various submarine platform sail HM&E systems in accordance with submarine Class Maintenance Plans (CMP) and Availability Work Packages (AWP). This specification identifies the requirements to: procure fiberglass composite structures for submarine mast antenna systems to include submarine antenna and periscope mast fairings, radomes, and antenna closure caps; provide services, supplies, and other support to fabricate, repair, restore, overhaul, upgrade, assemble, test, preserve, package, document, mark, and prepare for shipment submarine fiberglass composite structures. This acquisition will be issued as a Total Small Business Set-Aside. The NAICS code for this acquisition is 336611. The Government intends to award an Indefinite Quantity, Indefinite Delivery, Firm Fixed Priced (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract utilizing best value procedures. The period of performance for this acquisition is anticipated to be twelve (12) months with four (4) twelve (12) month options. Solicitation is tentatively scheduled to be released on or about 16 June 2019 and will close thirty (30) days thereafter. It is the intention of the Navy to issue this RFP through electronic means only. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See https://www.sam.gov/portal/public/SAM/ for further information and instructions. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
