The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Starrag USA for milling machine video system control upgrades. The anticipated award date is 17 Apr 19. The machine model numbers are as follows: Starrag Model - FOGS 70 68 TT M30 C Starrag Model - FOGS 70 68 TT M30 K Starrag is the Original Equipment Manufacturer (OEM) of these machines, which were specially designed for the unique production needs of NFPC. Since Starrag is the OEM of the machines, Starrag is the only source that has the proprietary tools, technical manuals, and trained personnel to perform work on these machines. Without the proper tools, insured personnel, or hands on knowledge to perform the maintenance services on the machines, there is significant risk that any 3rd party vendor could do critical damage to the machines. The contractor shall provide all materials, equipment, labor, and support necessary to disassemble the existing video control system, install new power supply(s), amplifier, monitors, video control unit, gateway converter, etc, and test the new system. Pursuant to FAR 13.106(b)(1)(i), Starrag USA is the only source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i). All responsible sources may submit a quotation which shall be considered. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by E-mail with a subject of Video Control System Upgrade using the contact information provided in this synopsis.
