The Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is issuing this Synopsis/Pre-Solicitation on behalf of NSWCPD Division 52, SCS LCS FFG CG Branch (Code 522). It is the Government's intention to establish a Basic Ordering Agreement (BOA) on a sole source basis for the procurement of Original Equipment Manufacturer (OEM) equipment from L3Harris Technologies, Inc. utilizing Other than Full and Open Competition, IAW FAR 6.302-1, as only L3Harris can meet the Government's requirements. The NSWCPD anticipates awarding BOA Order requirement to provide L3 Technologies for non-commercial electronic navigation and guidance components for a range of U.S. Navy surface ships. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. This notice does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government WILL NOT compensate the respondent for any cost incurred in developing a response to this notice. Interested parties, however, may identify their interest by submitting a capability statement and any Government past performance/deliveries. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. It is at the full discretion of the Government not to engage competition based upon responses to this notice. Responding statements are not to exceed twenty (20) pages in length. Responses shall be in electronic format (Microsoft Word or PDF preferred). A cover page for the response shall include the company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 334111, and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not included in the total page count. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted to Judy Secoda at judith.a.secoda.civ@us.navy.mil. All responses must be submitted no later than 4:30 PM on 29 October 2025.
