THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement to provide for design agent engineering and technical services for the overall management, development, testing, troubleshooting, repair, configuration, maintenance, and fleet sustainment of fielded steering control and navigation control system. The Contractor shall maintain and provide subject matter expertise for Navy ECDIS, legacy VMS installed on surface ships, NECDIS or VMS software installed on Ohio, Los Angeles, Seawolf, and Virginia class submarines, SIBS, DDG-51 class IBNS/ IBS, DDG 1000, CG-47 class ISC, LHD ABS, LHD MCS, LHA MCS, NAVDDS, VDR, LPD SCS and LCS Fathometer/Echo-Sounder, LCS Freedom/Independence Integrated Bridge System and Echosounder, FFG 62 class SCS, and DDG X class SCS. Award of a Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract on a sole source basis to Northrup Grumman Maritime Systems (NGMS), IAW 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements” as only NGMS meets the Government's requirements. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy.
