This requirement will be awarded based on best value trade off evaluation criteria. Period of Performance – The performance period will span five years from the date of award. Performance is anticipated to begin on or before February 2024. Personnel Security Clearance – The contractor and all personnel shall have or have the ability to obtain the proper security clearance prior to the start of the contract. A Secret Clearance is required. Scope –The anticipated requirement is for NSWCPD, Department 50. US Navy and US Coast Guard surface ships and submarines require life-cycle engineering support. This effort is to help ensure readiness and safety criteria are met. The work to be performed includes all activities associated with various Control Systems, computer program development, system design, testing, equipment harvesting and installation on both in-service and new-ship-construction. Tasks include performing systems engineering analysis in order to interface control systems with other new or modified shipboard systems and sensors; troubleshooting control system hardware issues at the Land Based Engineering Site/Test Facilities in Philadelphia, PA as well as sustainment and fleet modernization efforts around the world; upgrading the cyber security features of the existing and future CS/IS variants; addressing obsolete hardware and software with the most cost effective solutions possible. Engineering and technical services include, but are not limited to the following: Control System (CS/IS) Computer Program Development: To ensure the readiness and safety of Navy ships, submarines and United States Coast Guard (USCG) ships, NSWCPD is responsible for the software development and lifecycle and acquisition support of the CS/IS computer programs shipboard and at Land Based Engineering Site (LBES). In support of this mission, the Contractor shall: Provide software lifecycle support following the NSWCPD System Engineering Process (SEP) with applicable Capability Maturity Model Integrated (CMMI) and Institute of Electrical and Electronics Engineers (IEEE) standards and specifications. Develop new and modified control system computer programs from detailed requirements. Provide input to develop requirements and desired functionality of the control system. Utilize modeling software and techniques to evaluate system and equipment operation and performance parameters. Create and deliver software development plans, control system instruction software, and software programs and packages. Dependent on the system/subsystem, develop and/or modify computer code in the following languages: C/C++, C#, ADA, Wonderware HMI, Java, Visual Basic, LabView, Seimen’s Simatic Step 7, RSLogix 5000, and MATLAB, as well as other related high level programming languages. Dependent on the system/subsystem, develop and/or modify computer code in the following environments: Visual Studio, Eclipse Integrated Development Environment (IDE), Siemen’s TIA Portal, and .NET Framework. Dependent on the system/subsystem, develop and/or modify Graphical User Interfaces using applicable development tools such as Visual Studio 2019 and Scalable Vector Graphics (SVG). Dependent on the system/subsystem, develop and/or modify databases such as MS Access and SQL. Dependent on the system/subsystem, develop and/or modify software for embedded ship machinery control systems. Use software version control tools. Dependent on the system/subsystem, use networked and IP-based systems and knowledge of network protocols including TCP/IP (Transmission Control Protocol/Internet Protocol) and UDP (User datagram Protocol), Modbus, PROFIBUS, PROFINET, ControlNet, and DeviceNet Have familiarity with basic operating system concepts such as memory management, storage management, usability, interoperability, and processor scheduling. Develop and/or upgrade plant simulations in order to enhance the current CS/IS embedded trainer simulation system. Develop individual software unit tests from the requirements in order to demonstrate that the modified computer programs satisfy the requirements. Conduct software development testing following test plans and test procedures. Develop software change packages and artifacts and present at peer reviews. Provide distance and onsite troubleshooting of software issues. Use software issue reporting databases. Review CDRL documentations and models that shipbuilder and OEM provides to determine whether the technical content meets the specification requirement CS/IS Systems Testing and Integration Engineering Services. The Contractor shall: Develop, plan, schedule, and execute test plans for individual CS/IS computer programs and CS/IS hardware. Develop and execute test procedures for individual CS/IS computer programs and hardware. Provide documentation for any problems, faults, or deficiencies found during CS/IS SW and HW testing. Provide guidance to CS/IS SW team to develop requirements and desired functionality of CS/IS System. Troubleshoot issues that come up during testing and identify root cause and solutions to issues to enable testing to continue. Provide guidance and troubleshooting assistance to onsite CS/IS representatives that are supporting ship yard light off and installation activities. Provide configuration management services that include oversight, direction, and administration functions in support of the software development team. Provide hardware administration, maintenance, and disaster recovery support. Provide software development services in support of the development of CS/IS computer program updates. Provide Microsoft Access Database management services as well as the necessary Microsoft Access software development and maintenance activities. Provide Information Assurance (IA) support services to facilitate ongoing accreditation efforts. Provide technical refresh liaison services to all ships and squadrons as directed. Maintain technical software development skills to contribute to new software development efforts. Provide Fleet Liaison and work in close coordination with Fleet, Type Commanders, Functional and Platform Program Managers, Planning Yards, Ship Manager Representatives (SMRs), and external supporting commands and technical authorities in order to develop installation plans. Assist in the production and maintenance of installation procedures, instructions, notices, Concept of Operations and Standard Operating Procedures. Assist in the development and execution of the configuration management process for installation related documentation and work products. Assist in the planning, creation, and development of Ship Change Documents (SCD) packages for CS/IS system deliveries. Assist in the planning, creation, and development of Engineering Change Proposal (ECP) packages for CS/IS systems. Assist the Installation Lead in fulfilling responsibilities in enterprise related teams. Provide engineering services that include development, maintenance, oversight of, direction, and administration functions in support of hardware and software technical documentation and requirements. Provide engineering services that include development, maintenance, oversight of, direction, and administration functions in support of hardware shipboard installation technical data packages (TDPs). Provide engineering support for Environmental Qualification Testing (EQT) of new hardware components in accordance with all applicable MILSPECs and Instructions. EQT support shall include planning and executing shock, vibration, and electro-magnetic interference (EMI) testing on new hardware in accordance with applicable Military Standards and Instructions. LBES/TF Equipment Integration Support: The LBES/TF (Land Based System) offers cost effective, risk mitigation solutions to test and provide integrated systems for operational effectiveness for Surface Combatant vessels. In support of this mission, the Contractor shall: Develop software programs for use in test tools and facility infrastructure tools based on customer requirements utilizing Programmable Logic Controller (PLC) ladder logic code, Python, Visual Basic, C/C++, C#, MATLAB, and LabView as well as other related high level programming languages. Develop Machinery Control software programs for use in test tools and facility infrastructure tools based on customer requirements utilizing C, C++, ADA, Versa Module European (VME) and any ANSI/VITA 46.0-2019 standards (VPX) Modify existing test tool/facility infrastructure tools to implement enhanced capability based on customer requirements or fix deficiencies identified by the customer. Develop, update, and maintain simulation models to implement enhanced capability based on system requirements or fix deficiencies identified during testing and operations. Assistance in troubleshooting in-house systems to identify root cause of problems that are found in test tools or facility infrastructure. Develop equipment integration designs for networking, supervisory control systems, simulators/stimulators, and other test tools/systems developed in-house. Provide production oversight of equipment integration from start to finish. Develop/modify plans and procedures for equipment integration and site upgrades. Review integration drawings for accuracy. Develop documentation supporting in-house designs. Support meetings in support of system design, development, and integration. CS/IS System Integration with Other Ship Systems. CS/IS currently is integrated with the following systems: Electric Plant Propulsion Plant Data Multiplex System Bridge and Navigation Integrated Condition Assessment System (ICAS) Fuel Control System (FCS) Ship Auxiliarires Ballast and Deballast Fuel Oil Fill and Transfer Engineering Auxiliaries Damage Control Ship System Navigation and Steering Combat Systems Condition Based Maintenance (CBM) Auxiliary Systems Ship and System Networks Damage Control System The contractor shall support integration efforts as follows: Develop and communicate an understanding of how CS/IS interfaces with other ship systems and determine options for improving existing communication interfaces or developing new interfaces for new ship systems. Provide support for the development of detailed technical documentation as it relates to CS/IS or CS/IS interfaces (e.g. Interface Design Documents, user manuals, training manuals, troubleshooting/maintenance guides). Provide support for training personnel on how to leverage CS/IS to command, control, and supervise other ship systems through CS/IS interfaces. Collect information from internal and external stakeholders regarding development and integration of new ship systems to effectively determine significant impacts to CS/IS. Design optimal human/machine (i.e. GUI’s – primarily in Altia,C/ C++, C#, .NET, Java, Wonderware) and machine/machine interfaces to support the integration of new ship systems. Design and implement test tools (e.g. Sim/Stim, Emulators, Message Pumps) to support software development and integration testing of new ship systems with CS/IS. Provide remote and on-site troubleshooting and root cause analysis support for other ship systems interfaced to CS/IS. Design, implement, debug and test technical solutions in software (primarily C/C++, C++.net, C#, Java, Siemen’s Simitac Step 7, and RSLogix) to support the integration of new ship systems with CS/IS. Configure and test software updates on LBES/TS in preparation for ship deliveries. Maintain configuration control of documentation and software updates from vendors and other technical departments and provide analysis of any potential impacts that updates would have on CS/IS. Shipboard Troubleshooting, Test, and Installation These services are only for white collar engineering services only. No blue collar alteration installation work shall be utilized for this Perform shipboard software loads on Microsoft/Linux computers/processors VxWorks processors, PLC processors and cards, and circuit level firmware. Repair various shipboard hardware and electronic equipment, such as cable harness writing, cable harness routing, terminal box wiring, connector pinouts, wire splicing, equipment rack-in and rack-out. Perform troubleshooting on various electronic equipment such as computer hardware, computer operating systems, computer peripherals, various electronic sensors, terminal box wiring, cable wiring, electronic circuits, contact closure devices, and mechanical/electronic switches. Provide shipboard installation, troubleshooting, and test assessment plans, routine status, metrics, and final trip reports. Provide support for facilitating, preparing and tracking the shipment of items to and from the waterfront. Provide shipboard troubleshooting, test, and installation to include software/firmware installation, software upgrades and onsite software troubleshooting Assistance with identifying drawing discrepancies, configuration issues, equipment deficiencies, and special or operational interference. Assess and troubleshoot various HM&E equipment and systems to determine impact upon software development and maintenance. Develop, assess, and maintain various software load, equipment installation, equipment checkout, system troubleshooting and system assessment work products. The work products shall include the following: operational and endurance parameters, testing procedures, test plans, maintenance procedures, installation procedures, operational procedures, equipment installation drawings, equipment installation requirements, equipment removal packages, troubleshooting plans, troubleshooting guides, and pass/fail criteria. Provide technical and engineering support during shipboard troubleshooting and anomaly investigations. Provide installation guidance for various cable types, connector types, transmitters, sensors, computer systems, wiring harnesses, wiring terminal boxes, and Human Machinery Interfaces (HMI). Develop and update detailed installation schedules. Develop and communicate technical presentations and information to various entities such as peers, shipboard installation managers, ship’s force representatives, and program sponsors. Develop and maintain tracking sheets for various types of work products, including test equipment tracking, purchase order tracking, test procedure tracking, failed asset tracking, and equipment calibration tracking. Provide shipboard operator and maintenance training of the CS/IS control system. Conduct and facilitate CS/IS and other HM&E test procedures during shipboard test evolutions. Provide CS/IS system installation and test distance troubleshooting support of waterfront team members. Support work outside normal duty hours, as required, in order to accomplish tasking listed throughout this section. Implement and track test failures and issues in the System Problem/Improvement Report (SPIR) database. Provide administrative support for contracted employees who are travelling to remote locations. This includes submitting any access requests, Joint Personnel Adjudication System (JPAS) requests, country clearance requests, and other paperwork required for travel to the specific location. Integrated Logistics Support (ILS) : The contractor shall: Develop and evaluate existing technical documentation for identified systems and equipment and ensure that all ILS documentation is updated and provided to the end user, technician, sailor, and/or engineer. Provide applicable system red-lines, drawings, equipment schematics, and damage control placards. Develop and generate inventory reports on OM&S (Operating Material and Supplies) inventory levels. Provide support in accessing planning yard ILS repositories. Provide ship force support to investigate availabilbity of parts and work with DMSMS team to develop a form fit replacement Validate and Develop any updates to EOSS and PMS documentation Provide technical refresh liaison services to all ships as directed. Maintain technical software development skills to contribute to new software development efforts. Assist in the production and maintenance of installation procedures, instructions, and notices. Assist in the planning, creation, and development of Ship Change Documents (SCD) packages for CS/IS system deliveries. Assist in the planning, creation, and development of Engineering Change Proposal (ECP) packages for CS/IS systems. Provide engineering services that include development, maintenance, oversight of, direction, and administration functions in support of hardware and software technical documentation and requirements. Provide engineering services that include development, maintenance, oversight of, direction, and administration functions in support of hardware shipboard installation technical data packages (TDPs). Review of technical documentation related to all variants of deployed systems and systems in the development phase. Develop test procedures to exercise requirements of fielded systems and future fielded systems. Material and Asset Support Maintain inventory management of incoming and outgoing material and assets utilizing Alloy, ERP and any other inventory system provided by NSWCPD. Provide support for shipping of material and assets required for supporting of tasks listed herein. Provide support with fabricating and assembling material and assets required for supporting of tasks listed herein, including but not limited to lab and shipboard control panels. Provide support with staging (drawing material from inventory in accordance with designs) of material and assets required for supporting of tasks listed herein. Test received material for operational acceptance prior to transfer to storage or installing activity. General Training Support Assist Government activities in classroom and shipboard training and instruction. Provide On-The-Job Training (OJT) for Ship’s force and Regional Maintenance Center (RMC) personnel and the US Navy fleet. Assist onsite training support for the operations and maintenance of the AAMDTC BAS, PCMS, and PQMS. Surveys and Assessments Conduct HM&E machinery and systems inspections and certifications when required and provide system reports (including deficiencies) to NSWCPD representative. Perform system and equipment operability tests. Provide QA inspections and installation tracking of components. Obsolescence Support. As Navy Surface ships age, obsolescence management is needed to keep the ships in working order. The obsolescence program identifies systems that are at or near end of life and develops solutions for them. In order to support this mission, contractors shall perform the following: General CS/IS Support Services Lifecycle support of the supervisory control systems/information systems. Troubleshooting problems on deployed operation systems and systems in the development phase. Review of technical documentation related to all variants of deployed systems and systems in the development phase. Provide technical input to the design of CS during the development phase. . Develop test procedures to exercise requirements of fielded systems and future fielded systems. Obsolescence Project Management Support obsolescence projects from identification to solution. Assist in managing the business and engineering obsolescence concerns of various stakeholders. Develop solutions to difficult problems with regard to balancing cost, need date, integration into existing systems, conflicting stakeholder desires, and other factors. Develop technical plans and solutions for complex obsolescence problems. Update and maintain plan as project progresses. Develop budget estimates for project material and manpower needs. Update and maintain budget as project progresses. Develop time estimates and schedules for projects. Update and maintain schedule as project progresses. Obsolescence Project Tasking Skills Identify obsolescence issues through proactive expert knowledge of the systems situations by working with other groups and departments, and by using available data and reports. Create, review, update, and execute test procedures. Create, review, and update technical documentation. Cybersecurity and Information Assurance (IA). The contractor shall provide the following services: Provide technical services in support of delivering cyber-secure systems and solutions including the development and submittal of Risk Management Framework (RMF) risk assessments, implementation of DoD secure system configuration and hardening requirements identified in Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) and Security Requirements Guides (SRGs), Assured Compliance Assessment Solution (ACAS) vulnerability assessments, anti-virus (AV) scanning, Standard Engineering Process (SEP) artifacts, and other supporting documentation required for certifying and maintaining afloat, RDT&E, and/or enterprise platforms. Develop RMF Assess & Authorize (A&A) package documentation in accordance with DoD/NAVSEA directives, which includes the following components: PIT Determination package documentation, System Categorization Form, Information System Continuous Monitoring Strategy (ISCM), Security Plan (SP), Step Concurrence forms, Plan of Actions and Milestones (POA&M), Security Assessment Plan (SAP), Security Assessment Report (SAR), Risk Assessment Report (RAR), Security Authorization Package, CYBERSAFE Certification, Package Endorsement Letters, and any additional administrative/technical resources required for submission. Ensure RMF A&A package is submitted to the certification authority (CA) in sufficient time for review and operational cybersecurity risk recommendation to obtain Designated Accrediting Authority (DAA) authorization decision prior to operations or tests on a live network (i.e. LBES or shipboard). The contractor shall develop, maintain, and execute all IA related tasks and duties in accordance with regulations to include the development and execution of DIACAP/RMF Program to Plan of Action and Milestone (POA&M) or Security Technical Implementation Guide (STIG). In accordance with DIACAP/RMF, the contractor shall monitor and maintain the security posture of IT systems to include patching, implementing STIGs, analyzing network traffic, and applying new physical security measures. Develop and/or test new and existing security features to be implemented into the CS/IS operating environment and/or software. Identify applicicable patches, software application upgrades, and or firmware updates related to current system components/configuration to include impacts to the system’s specific functionality and cybersecurity posture. CBM+ (Condition-Based Maintenance Support) Provide engineering and technical services in support of the Navy’s CBM+ initiative including computer-based system development, configuration, installation (shipboard and shoreside), operation, support, testing, planning, documentation, and training. Provide engineering services for the development and/or refinement of data analysis techniques, including monitoring, diagnostics, prognostics, data mining, and modeling. Provide Information Assurance (IA) services for shipboard and shoreside data systems. Provide software and hardware engineering and technical services for CBM+ systems. Provide support including CDS development and EKB entry and logistics, quality assurance, and planning. Project Management Support Participate in technical meetings and program reviews to provide action-item-tracking support and to draft meeting minutes. Develop Plan of Actions and Milestones (POA&Ms) for initiatives, and provide status on the progress of those milestones. Generate project plans, concepts of operation, and management outlines. Logistics Specialist Support – Logistics Specialists shall: Perform Test Plans. Prepare Test Reports. Perform Data Collection and Statistical Analyses. Enter shipping requests into Navy ERP (Enterprise Resource Planning). Configuration Management Support – The contractor shall provide the following services: In accordance with locally established Quality Assurance (QA) configuration control practices, the contractor will be required to implement and maintain proper configuration management of equipment, software, and documentation using processes compliant with Capability Maturity Model Integration (CMMI) Level 3. The contractor shall implement configuration version control practices and processes (checkout/checkin, version number control, system/software baselines, merge, build, testing, and release) to software, hardware, requirements, firmware, images, technical manuals, test procedures, and support documentation. The contractor shall provide configuration version control using locally established forms, templates, databases, and applications (GIT, Telelogic DOORS, Sharepoint, Excel, Word, Access, and Project). Assist obsolescence notifications for the AAMDTC BAS, PCMS, and PQMS to include any system components (hardware or software) that are at or nearing “end-of-life” (EOL) for OEM supportability. These notifications should include the EOL date, recommended part/application upgrade, and any form/fit/function differences between the obsolete and upgrade part. Assist in the development and execution of the configuration management process for installation related documentation and work products. Commonality of Systems, Subsystems, and Components In line with C-211-H019 Commonality and Standardization (NAVSEA), contractors are directed to develop and implement a Commonality and Standardization Plan. When selecting equipment/components, the Contractor shall utilize NAVSEA Enterprise Commonality Virtual Shelf (VS) (https://www.pdrep.csd.disa.mil/default.htm) before other tools. Inquiries regarding issues with account creation or level of access on the Virtual Shelf should be sent via e-mail to commonality_program@navy.mil with the contract number, and the COR and PCO name, email address and phone number. Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and Obsolete Materials or Components The contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The contractor may recommend a solution to include the impact on the contract price and delivery. The contractor shall not initiate any item redesign or incur any additional costs without the express, written authorization of the contracting officer. Capability Statements: Interested businesses are invited to submit capability statements, not to exceed five (5) double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Capability Statements must address, at a minimum the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. Past/Current Performance. Provide one (1) example of prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the information described above. Section 4. Technical Response. Provide a detailed technical response that addresses the tasks identified in the summary above. Information should include: Contractor’s Facility Clearance Statement regarding capability to obtain security clearances for personnel The contractor’s ability to manage, as a Prime contractor, the types and magnitude of all tasking stated above. Contractors technical ability, or potential approach to achieving technical ability, to perform at least 51% of the cost of the contract with its’ own employees in accordance with FAR 52.219-14. The contractor’s capacity or potential approach to achieving capacity, to execute the requirements of the description of scope in this sources sought. This response should include a discussion of resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel. Contractor’s ability to begin performance upon contract award.
