This synopsis is being issued by the Department of the Navy for design agent engineering services at the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD intends to negotiate and award a sole source contract to Lockheed Martin Rotary and Missions Systems (LM RMS), 2323 Eastern Boulevard, Baltimore, Maryland. The planned acquisition will provide design agent engineering and technical services as well as software along with Development & Test Evaluation (DT&E) hardware acquisition for the overall management, development, testing, troubleshooting, repair, configuration, maintenance and fleet sustainment of Freedom variant and DDG-51. These systems consist of but are not limited to MPCMS, MCS, andEC but also affected components of the Hull-Mechanical & Electrical (HM&E) Systems. Pursuant to 10 U.S.C 2304(c)(1), Lockheed Martin is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
