The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) has a requirement to procure engineering, test, logistics, and program support services in support of the Materials, Structures, Environmental and Protection (Code 33). Services provided will be in accordance with the Statement of Work (SOW). These services include In-Service Engineering (ISE) support, inspection and testing, material assessments and compliance, material studies/analyses, environmental analyses/assessments and compliance, ship systems hardening, machinery controls analysis, machinery systems integration, machinery research and development, logistics integration and analyses, training development, technical manual development and management, and instrumentation and calibration. ISO 9001, ISO 17025, or equivalent requirements apply. An active SECRET facility clearance and safeguarding level CONFIDENTIAL is required. It is the Government's intention to procure these services utilizing full and open competition. NSWCPD seeks to award a Cost-Plus-Fixed-Fee (CPFF), Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award type contract(s). The applicable North American Industry Classification System (NAICS) Code for this requirement is 541330, small business size standard is $16.5 million. The Product Service Code (PSC) for this effort is R425. All offerors shall be registered in the System for Award Management (SAM) database. THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). These services include: In-Service Engineering (ISE) support, inspection and testing, material assessments and compliance, material studies/analyses, environmental analyses/assessments and compliance, ship systems hardening, machinery controls analysis, machinery systems integration, machinery research and development, logistics integration and analyses, training development, technical manual development and management, and instrumentation and calibration. Prior to issuing a solicitation, NSWCPD is requesting information to make an informed determination regarding procurement strategy. SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required repair services to meet the needs of the Government. Responses shall discuss how your company will meet the requirements. Responses are not to exceed five (5) pages. Responses shall be in electronic format. A cover page shall be included with the response. At a minimum, the cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI, and points of contact including names, e-mail, and telephone numbers. The cover page is not considered in the total page count. NSWCPD will only accept electronic unclassified submission of responses. All responses shall be unclassified and submitted no later than 03:00PM EST on 02 January 2020. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
