The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA, intends to negotiate and award a sole source contract to Carolina Power Systems of Sumter, Inc., 551 N. Pike E., Sumter, SC 29153-3600. The requirement is to procure engineering and technical services required to design, fabricate, assemble, qualify and test the electric plant protective systems software and hardware for the DDG 51 Class Ships specifically for DDG 91 through DDG 102. It is anticipated that a Firm-Fixed-Price (FFP) Indefinite-Delivery Infinite-Quantity contract will be awarded. The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, interested parties may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The required delivery date shall be defined in the solicitation. The applicable North American Industry Classifications System (NAICS) Code for this procurement is 335314 with a size standard of 750. The Naval Surface Warfare Center Philadelphia Division (NSWCPD), Code 441 is seeking sources to provide engineering and technical services required to design, fabricate, assemble, qualify and test the electric plant protective systems software and hardware for the DDG 51 Class Ships specifically for DDG 91 through DDG 102. The contractor shall modify the DDG-113 And Follow (AF) Caroline Power System (CPS) Multi-Functional Monitor III (MFM III) Operational Software to reflect the DDG-91 through DDG-102 Electrical Plant architecture. The contractor shall deliver to NSWCPD, the updated software version to reflect the DDG-91 through DDG-102 Electrical Plant architecture. The contractor shall also design and deliver to NSWCPD twelve (12) ship sets of seven (7) CPS MFM III per ship set with the modified software that reflects the DDG-91 through DDG-102 Electrical Plant architecture.
