The Naval Surface Warfare Center Philadelphia has a requirement for BRAND NAME SolarWinds Software Annual Renewal. The proposed contract action is for service for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1 (b) (1) (i).
