The requirement is all-or-none, so partial quotes will be considered unresponsive and will not be evaluated. Offerors must be registered in SAM, and all responsible sources may submit a quotation electronically in PDF or MS Word format to the email address provided. The government will award a single purchase order to the responsible offeror whose conforming quote is most advantageous based on the criteria in the solicitation's sections L and M.
