The Naval Warfare Center Corona Division (Corona Division) is issuing this Sources Sought Notice as a means of conducting market research and to inform industry that the Government intends to purchase One Network NEO Licensing and Support on a Brand Name basis. One Network NEO is the only known software that meets form, fit, and function for this application. This notice is intended to fulfill the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 206.302-1(c). Corona Division is seeking information from potential, responsible sources that have the interest and capability to provide One Network NEO Licensing and Support in accordance with the attached DRAFT Purchase Description (PD). This is a follow-on requirement currently being fulfilled by METGreen Solutions Inc. under Contract No. M6785422F5200. A Firm-Fixed-Price contract is anticipated. The anticipated licensing, support services, and period of performance information is located within the draft PD attachment. In order to be considered a valid source that can impact the set-aside determination of a possible future solicitation, potential Prime Contractors shall provide, at a minimum, the following information: (1) Company name, address, point of contact, phone number, e-mail address, and Unique Entity Identifier (UEI). (2) Please identify your company’s size in comparison to the anticipated North American Industry Classification System (NAICS) code 541519 – Other Computer Related Services. To be considered a small business your company must have less than $34 million in annual receipts. Please identify within the Capability Statement: Service-Disabled Veteran Owned Small Business (SDVOSB) Historically Underutilized Business (HUBZone) Women-Owned Small Business (WOSB) Economically Disadvantage Women-Owned Small Business (EDWOSB) 8(a) Business Development Program. (3) Any SBs who respond to a solicitation (released at a later date) on this requirement must provide a SBA certification and be registered at https://www.sba.gov/. (4) Industry commentary on the current version of the PD. (5) A Capability Statement of a maximum of 15-pages. (6) Capability Statement shall succinctly address and demonstrate the Contractor’s capability to delivery and perform the requirements of the PD and ability that they are authorized to provide the required licensing and support shall be considered capable. (7) If not the manufacturer/publisher, only authorized representatives/providers/distributors of the manufacturer/publisher will be considered. Please provide a proof of authorized reseller letter from the manufacturer/publisher. (8) Please provide a narrative on whether your company meets the definition of a nonmanufacturer in accordance with 13 CFR § 121.406(b) below. Does not exceed 500 employees(or 150 employees for the Information Technology Value Added Reseller exception to NAICS Code 541519, which is found at §121.201); Is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; Takes ownership or possession of the item(s) with its personnel, equipment or facilities in a manner consistent with industry practice.
