This is a solicitation for noncommercial items prepared in accordance with FAR part 15. The Naval Surface Warfare Center (NSWC) Corona Division intends to use other than full and open competition to award a sole source Cost Plus Fixed Fee (CPFF) contract to Stilmart Learning Management Systems in accordance with FAR 6.302-1. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an all-or-none requirement and partial quotes will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation. Offerors must be registered in SAM and all responsible sources may submit a proposal which, if timely received, will be considered by the Agency. Proposals are due no later than the response date in the posting. Proposals shall be submitted electronically, PDF or MS Word Format to sabrina.m.mazumder.civ@us.navy.mil. Any amendment(s) issued to this Request For Proposals (RFP) will be published on this website. This notice is intended to fulfill the requirements of DFARS PGI 206.302-1; notwithstanding, Corona Division is seeking information form potential responsible sources that have the interest and capability to fulfill the requirements of the attached Statement of Work (SOW). It is requested that all interested parties who can provide the required items to respond with a Capability Statement. The Capability Statement shall also include the following information: (1) Company name, address, point of contact, CAGE code and DUNS number. (2) Business size for NAICS Code 541713. (3) Estimated unit price and lead time for market research purposes. (4) Industry commentary on the current version of the SOW.
