The Naval Surface Warfare Center, Port Hueneme Division intends to award a firm-fixed-price purchase order on a sole-source basis to E.A.S. Manufacturing Co., Inc. for Part Number 2890608-2. The Contracting Officer determined under FAR 12.102(a) that only one source is reasonably available, as E.A.S. is the only known approved manufacturing source for this part. Qualifying an alternate source would require First Article Testing, non-recurring engineering, and development/approval of an Engineering Change Proposal, causing unrecoverable duplication of costs and an estimated six-month schedule delay. Although this is not a request for competitive proposals, responsible sources may submit a quotation or capability statement for Government consideration, and any decision not to compete is at the Government’s discretion.
