Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a cost-plus-fixed-fee and firm-fixed-priced contract solicitation on a sole source basis to Raytheon Company, 1001 Boston Post Rd. E., Marlborough, MA 01752-3770. The requirement will include technical and engineering services in support of the Array, Navy/Search Protect, Yellow-1 Radar programs and MK-99 Fire Control System. The required services include: weapon systems field engineering, ordnance alteration installation, obsolescence related technical support and supplies, support of reliability/maintainability issues, production and rework, testing and evaluation and other lifecycle support functions. The applicable North American Industry Classification System code for this procurement is 541330 with a Size Standard of $47.0 million. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The basis for restricting competition is Raytheon Company is the only responsible source capable of satisfying the Navy’s requirements without causing unacceptable delays. The anticipated performance periods will span four (4) years. The first ordering period is anticipated to begin in February 2026. NSWC PHD intends to issue the solicitation pursuant to 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. Responses to this notice should not exceed 10 pages (8.5 x 11 inch) and 12-point Times New Roman font. Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is conducting market research to identify qualified and responsible sources that may be interested in a potential future procurement for SPY-1 Radar and MK 99 Fire Control System Support Services. The following are included in the procurement: Evaluation, implementation and proofing of equipment changes Related engineering services and repairs Modifications/alterations to equipment including the Solid State Switch Assembly (SSSA), AEGIS Modernization (AMOD), and Ballistic Missile Defense (BMD) Kill Assessment System (KAS) ship sets Overhauls and refurbishments Diminishing Manufacturing Sources (DMS) Integrated Logistics Support, maintenance and Field Engineering Services associated with the AEGIS Fire Control System (FCS)MK 99 and AN/SPY-1 Transmitter Group configurations at shore locations and during underway periods Ancillary equipment Failure Review Board and corrective action Test & Evaluation, Data analysis services Funding modifications to contract may include Technical Instructions (TI) for studies, analyses, evaluation and testing, training, and preparation and/or update of documentation (drawings, manuals, and instructions) related to the FCS MK99 and AN/SPY-1 Transmitter Group. Additionally, depot support may require installation and checkout spares (INCO), repair parts, accessories, tools, replenishment of spares and repair parts. This sources sought is issued for informational and planning purposes only and does not constitute an Invitation for Bid, Request for Quote, or Request for Proposal. This sources sought notice is not to be construed as a commitment by the Government to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Information submitted in response to this sources sought notice will become the property of the United States Government. Responses to this sources sought notice may be used to determine Small Business set-aside opportunities. All Small Business set-aside categories will be considered under North American Industry Classification System (NAICS) Code 541330 with a Size Standard of $47.0 million. In accordance with FAR 52.219-14, Limitations on Subcontracting, Small Business concerns are reminded that in performance of contracts awarded under small business set-aside procedures, at least 50% of the cost of manufacturing the supplies, not including the cost of materials, shall be performed by the concern. Interested parties shall address the following in their sources sought notice submissions: 1. CAPABILITY STATEMENT Interested parties shall submit a Capability Statement that succinctly addresses the following items to demonstrate the contractor’s capability to perform the requirements of the attached draft Statement of Work (SOW): (a) The contractor's ability to manage, as prime contractor, the types and magnitude of tasking in the draft SOW; (b) The contractor's technical ability, or potential approach to achieving technical ability, to perform the requirement. For Small Business set-aside determination purposes, also include the contractor's technical ability to perform, or potential approach to achieving technical ability to perform, at least 50% of the cost of the contract incurred for manufacturing the supplies, not including the cost of materials; and (c) The contractor's capacity, or potential approach to achieving capacity, to conduct the requirements of the draft SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. 3.
