This is a Notice of Contract Action, not a request for proposal. In accordance with authority of Federal Acquisition Regulation (FAR) 5.207(c)(16) any responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to solicit, negotiate and award a contract with General Dynamics Mission Systems (GDMS) on other than full and open competition basis (sole-source) in accordance with FAR 6.302-1(a)(2). GDMS is responsible for providing overall in-service engineering and life cycle support for Command, Control, Communications, Computers, Combat Systems and Intelligence (C5I) systems critical engineering; design; integration; test and evaluation; software development, testing, and load; system upgrade/replacement planning onboard and at sites; logistics product development and distribution; configuration management of the systems and logistics products; as well as training systems. These activities will be executed in support of the shipboard LCS C5I equipment, components, software, training and support equipment. Only GDMS has the requisite technical knowledge and experience as the LCS Independence variant combat system Original Equipment Manufacturer and Design Agent to perform the required In-Service Engineering Agent work in support of the LCS Independence C5I equipment upgrades and alterations without resulting in unacceptable delay. The statutory authority for this contract action is 10 U.S.C. 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis is not a request for proposals, however, the Government will consider all capability statements and proposals received before the response date. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted. The determination not to compete this action based on the responses received is solely within the discretion of the Government. The Government will not compensate any respondents of this synopsis for any information received or any costs incurred in preparing information for, participating in meetings with, or engaging in discussions with the Government. Respondents are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. This synopsis is issued for informational and planning purposes only and does not constitute an Invitation for Bids, a Request for Quotations, or a Request for Proposals, and should not be construed as a commitment by the Government to issue a formal solicitation or award a contract.
