This announcement constitutes only the public announcement of a pre-solicitation notice to provide construction services for work to include but not limited to: furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to demolish two existing doors that are no longer in compliance with Physical Security (PS) requirements and install two Sensitive Compartmented Information Facilities (SCIF) rated doors (STC-50 RF-40). This action relates and follows the sources sought posting in SAM.gov, searchable by Notice ID: N63394-22-Q-0098, Building 1380 Security Doors. There is no incumbent for this action. Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) anticipates to issue a Request for Quotation (RFQ) utilizing FAR Part 13, Simplified Acquisition Procedures, and FAR Part 36, Construction and Architect-Engineer Contracts, with a HUBZone set-aside. The North American Industrial Classification System Code is 238990 – All Other Specialty Trade Contractors and the annual size standard is $16.5M. Description of Services: The project is to furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to demolish two existing doors that are no longer in compliance with Physical Security (PS) requirements and install two Sensitive Compartmented Information Facilities (SCIF) rated doors (STC-50 RF-40). Remove all alarms and hardware, set aside & make safe, to be re-installed in new doors. Test door function, Fire & Intrusion Detection System (IDS) alarms post installation for proper function. All work must be done in one day so as to prevent the need for armed guard overnight. Additional modifications are allowed after the first day, so long as the building can be properly secured with IDS and fire alarm hardware at the conclusion of each day. The contractor must verify that the door and frame are matched and free from any manufacturing defects before removal of the existing STC-50 doors. 1. Contractor will comply with the removal, installation, and exact specifications of these doors and associated frames as per Intelligence Community Directive (ICD 705) (v.13Mar2020). 2. Contractor will be responsible for removing the old, grouted doors and frames according to the below specifications and the disposal of the old doors and frames. 3. Contractor will provide and install (2) Sound Transmission Class (STC) 55, Radio Frequency (RF) Shielded Door (RF 40 rating) and frames in openings according to the following specifications. They will be required to meet a minimum of 40 DB of attenuation from 30 MHZ-6 GHZ. 4. The doors will be Emergency Egress-Only Doors. Be equipped with GSA-approved pedestrian door emergency egress device with deadbolt configuration meeting the most current version of Federal Specification FFL-2890 for exit only door use. Additional standalone and flush-mounted deadbolts are prohibited. 5. Internal sound retardant core and isolator perimeter edge construction. No lead or asbestos in core. 6. Door hinge pins that are accessible from outside of the facility shall be modified to prevent removal of the door, e.g., welded, set screws, dog bolts, etc. 7. Contractor will fill the frames with sound dampening mortar. 8. Contractor will ensure the 2 perimeter exit doors and frames swing outward. 9. Contractor will ensure that the field testing is completed with contractor meeting STC rating meeting the requirements of ICD 705. Note: RF testing will not be required. STC testing only. 10. Contractor will install all hardware associated with the door including a new Grade 1, heavy duty, surface mounted non-hold door closers and must be installed internal to the facility. 11. Contractor will install all hardware associated with the door including a new panic bar with sound annunciator that can allow our key to disarm for maintenance. 12. Contractor will install all hardware associated with the door including a door sweep to keep foreign objects from coming into room. 13. Contractor will remove and remount the High Security Switches (HSS) for the intrusion detection system (IDS) ensuring that they are correctly mounted back to proper working condition when completed and daily if construction lasts longer than one day, the alarm system must be able to re-arm daily to prevent the need for additional security. 14. Contractor will reconnect all alarm system components that the door installation will affect ensuring to not break the STC 55 rating of the door. Customers alarm technician will test the system together with contractor to ensure alarm is properly installed and system checked. 15. Additional modifications are allowed after the first day, so long as the building can be properly secured with IDS and fire alarm hardware at the conclusion of each day. Contractor will provide labor and materials to repair both walls, inside and out including the studs around the 2 doors according to below specifications. Contractor is responsible to patch/finish and paint surrounding structure to match what was in place before. Per FAR 36.204, Disclosure of the Magnitude of Construction Projects, the estimated cost is between $25,000 and $100,000. Interested parties are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any quotes or proposal preparation costs. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation.
