Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) in Port Hueneme, California intends to issue a cost-plus-fixed-fee (CPFF) order under Basic Ordering Agreement (BOA) No. N6339417G0001 on a sole source basis to Lockheed Martin Corporation, 199 Borton Landing Rd., Moorestown, New Jersey 08057-3054. This order will provide all necessary services, labor and material in support of the RSNF for FCS MK 92 requirements as specified in the attached statement of work (SOW). The required support includes the modification, upgrade of one (1) Fire Control System (FCS) Mark (Mk) 92 CAS (Combined Antenna System) Antenna, the overhaul and test of one (1) ships set of below deck MK 92 MOD 5 equipment drawers and cabinets modified by the Blocks 12 - 14 Ordnance Alterations (ORDALTs), the overhaul and test of two (2) sets of below deck MOD 5 equipment drawers and cabinets not modified by the Block 12 - 14 Ordnance Alterations (ORDALTs), the repair or replacement of RSNF or USN parts replaced during the RSNF Modernization / Upgrade Program, the repair/calibration of USN owned test equipment used on the RSNF Program, the inventory packaging and labeling of all unused RSNF material procured in support of this program, the build of one (1) school house set of required waveguide and installation support for two (2) school house efforts in Saudi Arabia. Support will also include maintenance of the MOD 5 Land Based Test Site (LBTS) and a staging area for refurbishment of RSNF items and inventory control of materials. The anticipated order is intended to be awarded pursuant to 10 U.S.C. 2304(c)(1) as indicated in the attached class justification and approval. Full and open competition need not be provided for when the supplies or services required are available from only one responsible source, or only from a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals to Samson Fang, via e-mail to Samson.fang1@navy.mil, with a copy sent to John Carhart at john.carhart@navy.mil by 14:00 Pacific Standard Time on 25 September 2021. While this notice of intent is not a request for competitive proposals, all proposals received before the response date will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice that are received is solely within the discretion of the Government. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted. The Government will not compensate any respondents of this synopsis for any information received or any costs incurred in preparing information for, participating in meetings with, or engaging in discussions with the Government.
