Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is soliciting proposals for the manufacture, assembly, test and delivery of VLS MEB NAVSEA Part Number p/n 8660400-9 and HEB, NAVSEA p/n 8660450-9, for the Air Dominance Department of the NSWC PHD. NSWC PHD is a field activity of the Naval Sea Systems Command (NAVSEA). The Sources Sought notice was posted to Beta.SAM.gov on 27 April 2020. This solicitation is a request for competitive proposals and will be set aside for Small Business concerns. This is a build to print requirement in accordance with the Government furnished TDP. These drawings are restricted, and can only be made available to DoD Contractors under the Joint Certification Program, upon written request to the Contract Specialist, Ashley Krasnoff at Ashley.Yosuico@navy.mil and the Contracting Officer, Nayneet Kaur at nayneet.kaur@navy.mil. Drawings are made available via DOD SAFE (https://safe.apps.mil/). Offerors may submit comments regarding solicitation requirements by emailing the Contract Specialist, Ashley Krasnoff at Ashley.Yosuico@navy.mil and copy Contracting Officer, Nayneet Kaur at nayneet.kaur@navy.mil. The email shall reference the solicitation number N6339420R0033 and include the company name in the subject line of the email. The questions should include the page number and paragraph number or identifier, which pertains to the Offeror’s question. Questions received without this information may not be answered. It is required that all questions be received two weeks prior to the closing date of the solicitation. Questions received after the deadline may not be answered prior to the proposal due date. As a result of the Sources Sought Notice for Module Electronics Box (MEB) and Hazard Electronics Box (HEB) Program in support of the Vertical Launching System (VLS) posted on 27 April 2020, this requirement will be solicited as a Total Small Business Set Aside. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) anticipates a contract requirement to manufacture, assembly, test and delivery of VLS MEB Part Number p/n 8660400-9 and HEB, p/n 8660450-9 for the Air Dominance Department of the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California. NSWC PHD is a field activity of the Naval Sea Systems Command (NAVSEA). The primary North American Industry Classification System (NAICS) code for this procurement is 334519 with a Size Standard of 500 employees. The anticipated performance periods will consist of one base year and four option years. A Firm-Fixed-Price task order is anticipated. It is anticipated that the Request for Proposal (RFP) will be issued on or around June 2020. Drawings will be provided to all JCP-registered requestors via AMRDEC SAFE. One or more of the items under this acquisition is subject to Free Trade Agreements. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is conducting market research to identify qualified and responsible sources that may be interested in a potential future procurement for the manufacture, assembly, test and delivery of Vertical Launching System (VLS) Module Electronics Box (MEB) part number (p/n) 8660400-9 and Hazard Electronics Box (HEB) p/n 8660450-9. This RFI is issued for informational and planning purposes only and does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP). This RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. For Small Business set-aside determination purposes, also include the contractor's technical ability to perform, or potential approach to achieving technical ability to perform, at least 50% of the cost of the contract incurred for manufacturing the supplies, not including the cost of materials; and (c) The contractor's capacity, or potential approach to achieving capacity, to conduct the requirements of the draft SOW. for the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. (d) The contractor’s certification, or potential approach to achieving certification, for International Organization for Standardization (ISO) 2001:2015, 2008 or AS9100D. Demonstrated ability to manage, technical ability, and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability. 3. FEEDBACK/QUESTIONS Feedback and questions regarding the feasibility or challenges to perform the work described. RFI responses are limited to no more than 20 pages (8.5 X 11 inch) and 10-point Times New Roman font.
