The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to solicit and award a cost-plus-fixed-fee, level-of-effort and fixed price “bridge” contract for operations and maintenance, engineering and technical, food, ocean tug, harbor tug, and crew boat services in support of the Self Defense Test Ship (SDTS). This bridge contract will be awarded on a sole source basis to AdvantEdge Technologies, Inc., 271 Market Street Ste 15, Port Hueneme, CA 93041. AdvantEdge Technologies, Inc. currently performs this effort under Contract N63394-14-D-0002, Task Order N63394-19-F-0029. The anticipated period of performance will span a total of up to six months. The NSWC PHD intends to procure the required “bridge” contract services under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. AdvantEdge Technologies, Inc. is the only source capable of providing these highly specialized services until the competitive follow-on Task Order is awarded. In accordance with FAR 6.302-1(a)(2)(iii)(B), award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. This “bridge” contract is required to provide for continued service in support of U.S. Navy mission requirements until Task Order award is made under competitive NSWC PHD SeaPort Next Generation Solicitation No. N6339419R3501.
