Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) is soliciting proposals for the limited manufacture, assembly, and testing of TI16 equipment and spares; associated engineering services, procurement, and harvesting; and installation of Ordnance Alteration Kits and related products. Sources Sought Notice No. N6339419R0006 posted to FBO.gov on 10 June 2019 provides additional information regarding the requirement. The Specifications/Drawing package will be provided via DOD SAFE (https://safe.apps.mil/) upon written request from the Offeror to terren.jo@navy.mil and john.carhart@navy.mil. Please provide your name, email address, and CAGE code when requesting drawings. These drawings are restricted and can only be made available to DoD contractors under the Joint Certification Program. Offerors may submit comments regarding solicitation requirements by emailing the Contract Specialist at terren.jo@navy.mil and the Contracting Officer at john.carhart@navy.mil. It is required that all questions be received within 15 calendar days of the date this solicitation is issued. Questions received after 15 calendar days may not be answered prior to the proposal due date. AMENDMENT 0001: The purpose of this amendment is to: (1) Respond to industry questions and (2) Revise Section L. A standalone copy of Amendment 0001 and the Q&A spreadsheet is provided for review. Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) intends to issue a solicitation for the limited manufacture, assembly, and testing of TI16 equipment and spares; associated engineering services, procurement, and harvesting; and installation of Ordnance Alteration Kits and related products. The technical data required to respond to the solicitation will be furnished as part of the solicitation through DOD SAFE (https://safe.apps.mil/). These drawings will be restricted and will only be made available to DoD contractors under the Joint Certification Program. Based on the market research results, the Government has determined that this requirement will be solicited under the provisions of FAR Subpart 6.1 Full and Open Competition under NAICS 334118, pursuant to the policies and procedures of FAR Part 15 Contract by Negotiation. The NSWC PHD Small Business office concurs with this determination. All responsible sources may submit a proposal that the agency shall consider.
