This Sources Sought Notice is focused on identifying capabilities in the market place and resources to support this requirement, as well as obtaining related technical information for the procurement of the items listed below. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 611519, which has a Small Business Size Standard of $16.5 Million. Product/Service Code is U099. The envisioned items anticipated to be procured from a contractor as a result of a potential future solicitation are identified below and detailed in the attached Statement of Work. One 10-day, 80 hour, 12 person, Shipboard Fiber Optic Repair Installer & Quality Assurance Courses. Training shall be conducted on-site at Naval Surface Warfare Center, Port Hueneme Division, Virginia Beach, VA, Detachment. (NSWC PHD VB DET). PoP: Base Year – FY22 – TBD. One 10-day, 80 hour, 12 person, Shipboard Fiber Optic Repair Installer & Quality Assurance Courses. Training shall be conducted on-site at Naval Surface Warfare Center, Port Hueneme, CA, Division (NSWC PHD). PoP: Base Year – FY22 – TBD. One 5-day, 40 hour, 12 person, Shipboard Fiber Optic Repair Installer & Quality Assurance Recertification Courses. Training shall be conducted on-site at NSWC PHD. PoP: Base Year – FY22 – TBD. One 4-day, 32 hour, 12 person, Shipboard Fiber Optic Supervisor Repair Installer & Quality Assurance Courses. Training shall be conducted on-site at NSWC PHD. PoP: Base Year – FY22 – TBD. One 4-day, 32 hour, 12 person, Shipboard Fiber Optic Supervisor Repair Installer & Quality Assurance Courses. Training shall be conducted on-site at NSWC PHD. PoP: Base Year – FY22 – TBD. These courses must offer NAVSEA Certification that is in accordance with FY22 NAVSEA Standard Item 009-123 and NAVSEA Drawing 408-8477552 Rev C. Qualified vendors must meet all requirements identified by the NAVSEA Navy Shipboard Fiber Optics Training Certification Program and have received a Notification of Certification from NSWC Dahlgren Division. The technical data package (drawing) contains information that is export controlled. Only those companies that have completed DD Form 2345 and are certified under the Defense Logistics Agency (DLA) Joint Certification Program (JCP) in an active status are authorized to receive the package (http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx). Vendor also must be currently registered in the System for Award Manage (SAM) and not currently excluded or debarred, and are not currently delinquent on any federal debt (https://www.sam.gov/).
