MARKET SURVEY – Request for Information (RFI): The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) issues this Sources Sought Notice as a means of conducting market research to identify interested parties for this requirement. This Sources Sought Notice is focused on identifying capabilities in the market place and resources to support this requirement, as well as obtaining related technical information for the procurement of the items listed below. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334112, with a Small Business Size Standard of 1,250 Employees. Product Service Code is D325. The envisioned item anticipated to be procured from a contractor as a result of a potential future solicitation is identified below. Provide for offsite media storage and transport of backup tapes between contractor and customer facilities on a regular monthly basis for a Base plus four option years, IAW the attached Statement of Work (SOW). Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. STATEMENT OF WORK Offsite Backup Media Storage Description: NSWC PHD has a requirement for offsite media storage of their backup tapes in order to be compliant with regulations and be in compliance with Approval to Operate documentation networks. The contractor shall provide offsite media storage and transport between contractor and customer facilities on a regular monthly scheduled basis. Contractor shall also provide special delivery options, to support out of cycle deliveries as required. The following requirements are requested. Storage and Transport Requirements Up to 12 locked metal or plastic devices used to transport and/or store Media. Containers vary significantly in size, design and capacity. Container fits over 40 and up to 60 pieces of media when the media is similar to a standard DLT or LTO tape, and 3.5 inch hard drives, keeping a 3 month rotation offsite at a contractor facility. Manual handling of Closed Containers between contractor facility and a Customer Location or within a contractor facility. The service of picking up or delivering Items on a scheduled basis within 50 miles of the servicing facility. Scheduled Service is generally performed by a contractor representative. Special Delivery Requirements Deliveries will generally be scheduled on a monthly basis. Special delivery service in which delivery or pickup is scheduled to occur within twenty-four (24) hours of the Customer's verified telephone notification within 50 miles of the servicing facility. A Routine use of the Standard Special service in lieu of Scheduled Service for transportation may require the use of contractor dedicated transportation. Emergency transportation service in which delivery or pickup of Media is scheduled to occur within three (3) hours of the Authorized Customer employees telephone notification: also refers to a Customer request for non-scheduled deliveries where the request is entered at a time such that the contractor cannot consolidate the requested items on an existing scheduled route and effect delivery within the desired schedule within 50 miles of the servicing facility. Weekends and Holiday may be required. Option Year One: Same as base year. Option Year Two: Same as base year. Option Year Three: Same as base year. Option Year Four: Same as base year. Invoicing/billing will be accepted either monthly or quarterly, in arrears, in accordance with the contract Wide Area Work Flow (WAWF) clause.
