The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) issues this Sources Sought Notice as a means of conducting market research to identify interested in and the resources to support this requirement to provide Licensed Harbor Pilot Services. See attached Statement of Work (SOW). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488390, with a Small Business Size Standard of $38.5 There is no solicitation at this time. This capability information does not constitute a request for proposals: submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any cost incurred. Pilot Services to enter and leave port in support of Enterprise Testing Event: Port Hueneme Division, Naval Surface Warfare Center operates and maintains the Self Defense Test Ship (SDTS) for live-fire test and evaluation of surface weapon systems. The SDTS must transit from its mooring at Ventura County Naval Base (VCNB), Port Hueneme, CA to the Pacific Ocean and back to accomplish its mission. Provide licensed harbor pilot services to safely navigate the SDTS from its mooring at Wharf Six, Ventura County Naval Base (VCNB), Port Hueneme , CA to the vicinity of Port Hueneme Buoy PH1 (approximately one mile) and return to Wharf Six in compliance with US Coast Guard publication CG 169 Navigation Rules of the Road and 46 USC 8502. The contractor will provide Harbor pilot services to necessary to accomplish all docking services and movements of the Navy Self Defense Test Ship(SDTS), a SPRUANCE class destroyer, into position at predestinated berths within the Naval Base Ventura County (NBVC), Port Hueneme harbor. Ship characteristics are: Length 563 feet; beam 45 feet; draft 32 feet; Propulsion 4 LM 2500 gas turbines/twin controllable/reversible pitch propellers. The contractor shall provide all equipment and material necessary to accomplish all pilotage of the SDTS into position at predestinated berths. Harbor Pilot services shall be assigned to contractor employees at the discretion of the Naval Surface Warfare Center, Port Hueneme Division, who may direct the vessel to take a Harbor Pilot at any time conditions warrant such action. The contractor has the right to refuse to perform pilotage when the SDTS vessel has been berthed and remains in jeopardy of stranding, collision or due to adverse weather conditions. The government will give a minimum two (2) hour notice to the contractor of need of Harbor Pilot Services. The Government will evaluate market information to ascertain potential market capacity to: •a. Provide supplies consistent in scope and scale with those described in this notice And otherwise anticipated; and •b. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
